  17. <p>     Atlanta is promoting itself as the vanguard of the New South
  18. and the site of the 1996 Summer Olympics. One flaw in its
  19. progressive image, however, is the thousands of homeless beggars
  20. in its downtown area. Last week Mayor Maynard Jackson proposed
  21. an ordinance to ban aggressive panhandling, sleeping in vacant
  22. buildings and hanging out in parking lots. Violators could get
  23. 60 days in prison, a $1,000 fine, or both.

  25. <p>     Critics blasted the measure as an attempt to "sanitize"
  26. Atlanta's downtown for the benefit of business and in
  27. anticipation of the Olympics. "We believe this law will be
  28. selectively enforced to restrict certain people's movements, and
  29. we will fight it," said Anita Beaty, co-director of the Task
  30. Force for the Homeless. But police chief Eldrin Bell argued that
  31. the ordinance would, in fact, protect the homeless from
  32. criminals.
